This page contains an archive of the last few decades of the USPS postal rate changes in the form of their ‘Notice 123’ publication. The most recent version is available on the USPS website but they do not maintain an archive of previous rate notices there. For even earlier postal rates please refer to Tony Wawrukiewicz's excellent Domestic and International Rates books on this topic.

The first issue of the Notice 123 publication was published in Postal Bulletin 21854, for rates effective 11-21-1993. The early issues only included domestic mail postage rates. A second publication, International Postal Rates and Fees, USPS Publication 51, made the international rates available to the public in a similar manner. Beginning with the May 12, 2008 issue of Notice 123, the international postal rates were included, and they continue to be included. The final issue of International Postal Rates and Fees was published on Jan 18, 2009, and declared obsolete on May 11, 2009 in PB 22258.
