The 1¢ stamp saw heavy usage paying the post card rate, but was also used on ordinary mail with other stamps to make up the rate.

On unsealed matter, one cent paid the 2nd-class rate per ounce up to two oz. and the 3rd-class rate (bulk mailings) for the first two ounces.

Fourth class matter was uniformly one cent per ounce until Jan. 1, 1913 and this stamp paid for the first ounce.

The one-cent stamp also paid the local, intra-city, first-class rate at post offices with no carrier service. Cities with carrier service charged the going first class rate, that is 2¢

The 3¢ Washington kept the same color and design throughout the life of the Series. When it was first issued it didn't have a specific usage but was often found on foreign letters with a two cent stamp paying the UPU rate of five cents. It also saw a lot of use with the ten cent stamp to pay the foreign registry rate of thirteen cents.

From November 2, 1917 until June 30, 1919, the War Emergency rate was three cents and this stamp saw heavy usage. The rate was dropped to two cents again on July 1, 1919.

The four-cent Washington stamp paid double the first class letter rate. It was also sometimes used as a substitute for the eight-cent stamp to pay the registry rate, using two 4¢ stamps. The 8¢ registry rate remained in effect only until Nov. 1, 1909, at which time it was raised to 10¢, so only the double-lined watermarks would have seen such usage.
