There were no new Regular Issue stamps issued in 1940, although the National Defense stamps, Number 899-901 might be considered regular issues since they were regularly issued at Post Office windows in an effort to stir sympathy for the looming war. The quantities issued for each of these certainly reflect this.
There were no new U.S. Air Mail stamps or U.S. Special Delivery stamps issued in 1940.
